Leadership Team
Appointed by the CAO Board, the CEO and Registrar leads a staff of approximately 60 in all aspects of its operations. The senior management structure is designed to ensure the CAO can deliver its mandated services effectively.
Chief Executive Officer and Registrar
Robin has led the Condominium Authority of Ontario as its Chief Executive Officer & Registrar since 2016. She successfully recruited a highly skilled start-up team to launch CAO on Sept. 1, 2017, along with the Condominium Management Regulatory Authority, Ontario’s first condo management regulator.
The organisations’ operations separated in Jan. 2018 and Robin has since steered CAO’s growth and evolution to achieve its vision of strong condominium communities in Ontario. The CAO supports and protects condo communities through its digital-first service delivery model that provides helpful information, education and dispute resolution services.
Prior to CAO, Robin held several leadership roles in the Ontario Public Service, including implementation lead for Ontario’s first regulatory College of Trades, oversight and support for Tribunals Ontario, chief administrative officer at the Education Quality & Accountability Office and the Ontario Heritage Trust, as well as Corporate Secretary and a member of the start-up team at Legal Aid Ontario.
Robin holds a Master of Laws from Osgoode Hall Law School, a Master of Business Administration from Schulich School of Business, and a Bachelor of Arts from Carleton University. She volunteers as Vice Chair of the board at Balance for Blind Adults, a non-profit organization that provides services and support for individuals who are blind or living with sight loss.
Chief Financial & Digital Operations Officer
As the CAO’s Chief Financial & Operating Officer Rana is responsible for managing the CAO’s financial activities.
He has more than 10 years of experience in financial reporting and management as well as diverse experience working in multinational private and public co-operations around the world. This is complemented by extensive working knowledge of the service, trading, and manufacturing sectors.
Rana is a designated Chartered Accountant of Canada and the United Kingdom (UK) as well as a Chartered Management Accountant of the United States of America. He holds an Honours Bachelor of Sciences in Applied Accounting degree from Oxford Brooks University, in the UK.
Director, Information Services & Deputy Registrar
As the CAO’s Director, Information Services & Deputy Registrar, Tim is responsible for leading the Information Services team, overseeing tribunal operations support for the Condominium Authority Tribunal, and delivering on regulated Director Training and condo corporation compliance requirements.
Tim joined from BMO Capital Markets, where he was VP of Business Research & Desktop Publishing, leading teams in providing value-added information and client-ready deliverables to support business development and revenue generation. He has extensive information & research services experience in the financial and professional services sectors.
Tim has a Master of Library & Information Science from Western University and an Honours BA from University of Guelph.
Director, Tribunal Operations & Vice-Chair, Condominium Authority Tribunal
As the CAO’s Director, Tribunal Operations and Vice-Chair, Condominium Authority Tribunal (CAT/tribunal), Keegan has a range of responsibilities, including leading the CAT’s operations team, the development of the CAT’s online dispute resolution system and participating as a member of the tribunal, providing mediation and adjudication services resolve disputes.
Since the launch of the CAT on November 1, 2017, Keegan has been instrumental in his leadership for both tribunal operations, the development of a first-of-a-kind online dispute resolution system, and the CAT’s mediation/adjudication services. This is an innovative position that reflects the unique nature of the CAT as one of CAO’s essential services to condo communities.
Prior to joining the CAO, Keegan spent nearly a decade in Ontario’s administrative justice sector, working in many roles at both the Landlord and Tenant Board and the Licence Appeal Tribunal. Most recently, Keegan was a Senior Program Consultant with the Ministry of the Attorney General’s Agency and Tribunal Relations Division, where he provided support and oversight of the ministry’s adjudicative tribunal clusters.
Keegan has an Honours Bachelor of Arts degree from the University of Toronto.
Chief Corporate & Public Affairs Officer
Emilee is the Director, Communications and Governance, responsible for providing strategic and operational support to the organization.
Prior to joining the CAO, she worked in both government and the financial services sector. Most recently, Emilee held a similar role managing the office of the CEO for a national industry association. She has a strong background in public relations and corporate planning.
Emilee holds an Honours Bachelor of Arts degree from the University of Toronto and a GPC.D designation from the Governance Professionals of Canada.
