Updated Condominium Authority Tribunal rules and new online platform are coming October 1, 2026

The Condominium Authority Tribunal (CAT) will introduce updated rules and a new online platform on October 1, 2026.  CAT is an online tribunal dedicated to helping condo owners and corporations resolve disputes conveniently, quickly and efficiently, and the upcoming changes will make the Tribunal easier to navigate and use.

The changes are based on sector feedback and are part of the CAO’s commitment to continuously improve the services that support consumer protection and healthy condo communities

New cases filed on or after October 1 will use the new CAT platform and the updated rules. Existing cases will remain in the legacy platform and continue under the rules that applied when the case was started.

What’s changing?

The updated CAT rules include changes intended to make the rules clearer and easier to use. These include:

  • Greater certainty around timelines when parties agree to move a case to the next stage
  • Streamlined notice delivery during case intake, helping parties join cases more promptly
  • Clarification around how costs are handled
  • Updated terminology to make some rules more intuitive for users

The new CAT platform will also improve the online experience for Tribunal users. It will:

  • Make it easier for users to understand whether CAT can hear their dispute
  • Provide clearer guidance at the application stage, helping parties submit complete and accurate information for a smoother Tribunal process
  • Have a faster and more responsive system
  • Make the process for notifying parties about cases easier
  • Provide a stronger technical foundation for the CAO to maintain, refine and improve the platform over time

What is staying the same?

The core functionality of CAT—including its three-stage process, application filing and access to case-related documents—will remain in the new platform, along with CAT’s current jurisdiction and the existing rights and responsibilities of parties.

How will the changes evolve after October 1?

The CAO will continue to monitor the new platform after launch and looks forward to receiving feedback from users as they begin navigating it. This feedback, along with operational experience, will help inform ongoing improvements to optimize the platform and better meet the needs of Tribunal users and the condo sector.
