The Condominium Authority Tribunal has launched its new online platform and updated its rules.
New CAT cases filed as of today will use the new CAT platform and follow the updated rules.
The changes are part of the CAO’s ongoing work to improve the Tribunal experience and make it easier for users to understand and navigate the CAT process.
What’s changing?
A new CAT platform
The new CAT platform introduces improvements to the online experience, including:
- More guidance for parties during the application process
- A faster, more responsive system, including faster document upload
- A smoother process for notifying parties
The new platform also provides a foundation that will make it easier for the CAO to maintain and improve the system over time.
Updated CAT rules
The updated CAT rules are intended to make the rules clearer and easier to use, while providing greater certainty about how cases move through the Tribunal process.
Changes include:
- Greater certainty around timelines, including when parties agree to move a case to the next stage.
- Streamlined notice delivery during case intake, helping parties join cases more promptly.
- Clarification around how costs are handled.
- Changes to some terminology to make the rules easier to understand.

Is the CAT process changing?
No. The CAT’s three-stage dispute resolution process of negotiation, mediation and adjudication remains unchanged.
The CAT remains an online tribunal dedicated to helping condo owners and corporations resolve disputes conveniently, quickly and efficiently. Is the CAT’s jurisdiction changing?
No. The CAT will continue to only be able to hear disputes about:
- Condominium records
- Nuisance issues such as noise, smoke, odour and vibration
- Certain condominium governing documents, including issues involving pets, vehicles, parking and storage
- Compliance with settlement agreements from previous CAT cases
What happens to my ongoing case?
Existing CAT cases will remain on the legacy platform. The old CAT rules will continue to apply to these cases.
New cases started as of today will need to be filed in the new platform and be bound by the new rules.

Parties with ongoing cases that need to file a new case will need to use both platforms and rules.
