Board of Directors
The Condo Authority is governed by an independent board of directors. Elected directors are filled through a nominating committee process. Ministerial appointments are filled through a process administered by the Government of Ontario’s public appointments secretariat. The board is accountable for the performance of the Condo Authority to the Minister of Public and Business Service Delivery.
Allison Scanlan is a condo owner and a management professional with over 30 years of Fortune-100 corporate experience in global purchasing and supply chain strategy. She served as Vice-Chair of the board of the CAO since 2021 was elected Chair in 2023. As Vice Chair she also served as Chair of the Outreach and Education Committee, as a member of the Audit and Risk Committee, and as a member of the Technology sub-committee. Her service extends to the board of Shangri-La Toronto’s condominium corporation, where she holds the positions of Director and Corporate Secretary. Allison completed her post-graduate studies in International Business, and her undergraduate studies in Management Science and Economics.
She is an active member of the National Club, the Wildfire Golf Club, and the Anthem Golf and Country Club in Phoenix, Arizona. Allison is an avid outdoor and travel enthusiast and enjoys serving her community in many volunteer pursuits, including fundraising and donor relations for a variety of nonprofit organizations.
Sameer is a proven Senior IT Executive and advisor delivering and leading IT Transformation projects in the area of cloud, cyber security, and IT maturity in both public and private sectors. He is a trusted technology leader and business partner with advanced proficiency in information technology, strategy, and delivery. He bridges the gap between vision and execution and delivers business value and increased resiliency for business operations.
Sameer served on Tarion’s Board in April 2020 for a three-year term and served on the Audit & Risk Committee and as vice chair of the Human Resources & Compensation Committee. Currently, he is Managing Director for Brigient Technology Solutions Inc., a boutique advisory firm specializing in Privacy, Cyber Security and IT Strategy/Cloud.
He holds a BA from the University of Toronto and possesses IT Infrastructure Library and The Open Group Architecture Framework certifications.
Richard E. Austin was admitted to the Ontario Bar in 1983 after receiving a law degree from the University of Windsor. He holds a B.A. (Honours) majoring in Economics from the University of Toronto, an MBA majoring in Finance from York University and the ICD. D designation from the Institute of Corporate Directors. He is a former member of boards of the Investment Funds Institute of Canada and the Association of Canadian Compliance Professionals.
Currently he is a member of the boards of the Ontario Clean Water Agency and the Credit Counseling Society, sits on tribunals of the Canadian Investment Regulatory Organization, Licence Appeal Tribunal and Electrical Safety Authority, and is the General Counsel of Loop Financial, a fintech start-up.
Dennis Moir is a seasoned business executive with over 20 years of governance experience. He has sat on several for-profit and non-for-profit boards of directors and is a strong supporter of good corporate governance. Dennis has over 30 years’ experience working with business and community organizations, and is actively engaged in his community as a director of his neighbourhood association and a local food bank.
Dennis is a long-time advocate for condo communities and has been a director of his condominium’s board for the past six years. He is also the current President of the condo corporation. Dennis is a chartered professional accountant and holds an ICD.D designation from the Institute of Corporate Directors.
Vincenza Galatone has been a condo owner since 2007, has been part of three different Condominium Corporations and currently sits as President of the Board of her Corporation.
Fully bilingual, Vincenza has nearly 35 years of experience in public service (policy, regulations, program delivery), including as Director General, Real Property, Environment and Security (Natural Resources Canada). Vincenza has studied at McGill University (Montreal), Carleton University and University of Ottawa (Ottawa) and holds a doctorate degree in chemical engineering and a Masters in Public Administration. She has contributed to the advancement of several professional organizations, including as a member of the Board of the Chemical Institute of Canada. Vincenza is also the recipient of the Queen’s Jubilee medal.
Since retiring, Vincenza has actively pursued volunteer activities as Member of the Board of the Eastern Ontario Chapter of the Canadian Condominium Institute, with Frontier College and with the Multiple Sclerosis Society of Canada.
Vincenza has been a member of Tarion’s Consumer Advisory Council since 2019 and its chair since 2020.
Bakir Alazawi is an entrepreneur and community leader with over 14 years of experience in Communications and Public Relations.
After holding several senior positions in communications, he founded Charter Public Relations, a PR and crisis communications firm. Under his leadership as the CEO and Principal Consultant, the firm has worked with a diverse range of clients, serving corporations, non-profit organizations, and government agencies. His unique ability to develop and execute effective communications strategies and campaigns is highly regarded by his peers.
Actively involved in his local community, Bakir currently serves as the President of the Canadian Iraqi Affairs Council (CIAC), a non-profit organization that works to foster closer economic, political, and social ties between Canada and Iraq. CIAC provides a host of services and advocates for the Canadian-Iraqi community. Bakir is also involved in several organizations focused on mental health, leading the charge on awareness campaigns over the past few years. He is also a member of the Canadian Public Relations Society (CPRS) and studied Political Science and Communication Studies at York University.
Ray Kindiak is a lawyer and corporate finance professional with over 30 years of capital markets, operational and legal experience in corporate restructuring, financings, mergers and acquisitions. He has executed financing mandates in numerous industry sectors including technology, real estate, manufacturing, resources, pharmaceutical and hospitality.
Ray has served as a commissioner and board member of the Ontario Securities Commission and as board member of several not-for-profit organizations including the Diversity Canada Foundation. He is currently a board member of the Municipal Property Assessment Corporation and the Private Capital Markets Association of Canada.
Ray holds a Bachelor of Commerce (Honours) degree and a Bachelor of Laws degree from the University of Windsor, along with the ICD.D designation from the Institute of Corporate Directors. Ray is a member of the Law Society of Ontario and the Canadian Bar Association.
