Tribunal Members

Angelique is an arbitrator, mediator, adjunct professor and lawyer called to the Bar in Illinois. She is also a 2014 American Arbitration Association A. Leon Higginbotham, Jr. Fellow. She has a wide range of dispute resolution and adjudication experience in both the public and private sectors. Angelique is currently applying her adjudication and mediation skills in her position as an Assessment and Hearings Officer at the Ontario Superior Court.

Since October 2013, Anna has served as an adjudicator for the Law Society Tribunal. She can provide services in English, French, or Italian. During her years as a public servant, Anna gained extensive experience in conflict resolution, critical thinking, and judgment. She was awarded the National Award of Excellence for her work at the Federal Government. In 2012, she obtained her Paralegal degree and her P1 license. In addition, she holds a Bachelor of Arts degree from the University of Western Ontario.

Anne is a lawyer and mediator who is active in the ADR and condominium communities. In addition to her law degree, she has an LL.M. in ADR. She has chaired the ADR Sections in both the Canadian and Ontario Bar Associations, and she is on the Executive of the ADR Institute of Ontario. Anne was on several working groups in the condominium law reform process.

Brian is an experienced adjudicator and mediator. Brian recently completed a 10-year appointment as a full-time Vice-Chair of the Human Rights Tribunal of Ontario. Brian previously worked with the Workplace Safety and Insurance Appeals Tribunal. Brian has a Master of Laws in ADR.

Celia is a former lawyer who focused her legal practice on housing, including co-ops, non-profits, and condominiums. She has experience with human rights in housing, Landlord and Tenant Board hearings, evictions, employment law, board ethics and privacy. She is the Deputy Executive Director of the Co-operative Housing Federation of Toronto and a former condominium board member. Prior to practising law, Celia worked at the City of Toronto and had experience in the Freedom of Information Office, implementing privacy legislation.

Dawn has extensive experience as an adjudicator. She previously was appointed to the the Landlord Tenant Board, Criminal Injuries Compensation Board and the Social Benefits Tribunal. Her professional career has included work in the area of adult and children’s mental health, crisis intervention and child welfare. Dawn has extensive training in adjudication, legislative interpretation, human rights, mental health and trauma related issues.

Eleanor White is a mediator and adjudicator in private practice. She is a former tribunal member at the Licence Appeal Tribunal (LAT). Prior to joining the LAT Eleanor was a Medical Member of the Office of the Commissioner of Review Tribunal (OCRT). Prior to her work as an adjudicator, Eleanor had a clinical practice as a chiropractor as well as a DAC, then IME assessor, in Markham. She served the profession on provincial, then national associations, finally as Chair of the Canadian Chiropractic Association.

Elisha holds an LLB from Dalhousie University, and a Post Graduate Certificate in Alternative Dispute Resolution from York University. She has a background in consumer protection, and compliance with the Ontario Motor Vehicle Industry Council and Metrolinx. She currently works as a Mediator/Investigator at a provincial agency.

Jennifer Webster is a bilingual Mediator, Arbitrator and Facilitator. She has a background in labour relations and is currently on the roster of the Transportation Appeal Tribunal of Canada and the Canada Industrial Relations Board.

Kathryn’s most recent position was a full-time mediator and investigator at the Information and Privacy Commissioner (Ontario). Prior to that, from 1999 to 2016, she was a full-time mediator at the Financial Services Commission of Ontario, for automobile accident insurance disputes. Kathryn has an LL.M. in ADR.

Laurie is a lawyer who also holds a Master of Business Administration degree.  In her 20 years with the computer industry, she held senior management positions in law, business development and marketing.  Since 2005, Laurie has served on a range of provincial boards and tribunals and has extensive experience in alternative dispute resolution and in adjudication.

Marc has served Ontario’s condominium communities for over 20 years. He is a mediator and arbitrator with a Master of Laws (LL.M.) in Dispute Resolution. Marc is a frequent writer and speaker on condominium and dispute resolution issues. He is faculty at Osgoode Hall Law School’s Master of Laws program in Dispute Resolution. Marc is designated as a Chartered Mediator and Chartered Arbitrator by the ADR Institute of Canada, where he serves on the Board of Directors as Ontario’s representative.

Mary is a former member of the Licence Appeal Tribunal where, since 2006, she conducted settlement conferences and hearings. She previously held operational and corporate executive roles with five Ontario ministries and two agencies, including the Securities Commission and the Ontario Human Rights Commission. Mary has a B.A. and a Master of Business Administration degree.

Monica is a lawyer, who also holds degrees in applied science and electrical engineering. She has experience in developing legal technology and is the Bootcamp lead for the Institute Future Law Practice. Monica developed an innovative platform that provided online do-it-yourself small claims solution for self-represented litigants.

Nasser Chahbar is the owner and principal mediator at Chahbar Mediation Group, a boutique mediation practice that specializes in Online Dispute Resolution (ODR). He is the co-chair of the ADR Institute of Ontario’s ODR section. Nasser holds the Qualified Mediator Designation (Q. Med) with the ADR Institute of Canada (ADRIC). Nasser also earned his law degree (JD) from the University of Ottawa, Faculty of Law, and his BA in Sociology and Criminology from Western University Canada.

Nicole is a consultant and legal educator working in the areas of access to justice, dispute resolution and legal technology. She is an Adjunct Professor at Osgoode Hall Law School, a Senior Research Fellow at the Canadian Forum on Civil Justice and she currently acts as the Advisor of Special Projects and Research Initiatives at the Winkler Institute for Dispute Resolution, where she is the past Co-Director. Nicole played an advisory role in setting up the Condominium Authority Tribunal and is a frequent writer and speaker on issues of innovation and access to justice.

Noeline Paul has worked in a variety of administrative law areas, both in public service and as a lawyer, and has extensive experience in adjudication and informal resolution processes. In addition to her work as an adjudicator and mediator with the Condominium Authority Tribunal, Noeline has served as Vice-Chair and Member on several tribunals within the Tribunals Ontario/Social Justice Tribunals Ontario cluster and she was an Assistant Deputy Chairperson and Member of the Immigration and Refugee Board of Canada. Noeline holds Bachelor of Arts degrees from the University of Toronto and York University, a Master of Social Work degree from the University of Toronto and a Juris Doctor from Osgoode Hall Law School. She is currently pursuing doctoral studies related to the use of technology in the legal sector.

Roger is a bilingual lawyer with a background in public law and litigation. He currently works as a part-time arbitrator and legal consultant in Canada and abroad. Roger is a former Registrar of the Supreme Court of Canada and in that capacity, he exercised quasi-judicial powers and was responsible for the overall administration of the Office of the Registrar of the Supreme Court of Canada. Roger was also a member of the Board of Directors of an Ottawa area condominium corporation.

Sancia is a lawyer, adjudicator and mediator. Sancia manages a legal practice and holds part-time appointments with the Administrative Penalty Tribunal for the City of Toronto and the Licence Appeal Tribunal for the Province of Ontario. Previously, Sancia worked at the Ontario Superior Court as a Judicial Hearing Officer with the Ministry of the Attorney General.

Susan is a bilingual adjudicator, mediator and lawyer with over 20 years’ experience resolving disputes between automobile accident victims and insurance companies as an arbitrator at the Financial Services Commission of Ontario. She previously worked as a staff lawyer and director of a legal aid clinic and as a grievance mediator with the Ministry of Labour, mediating disputes between employees, unions and private and public sector employers.

Victoria is a litigator, mediator and adjudicator. Her experience covers areas such as disability, insurance, workplace disputes, administrative and regulatory law. Her adjudication experience includes serving at the Toronto Licensing Tribunal and the City of Toronto Administrative Penalty Tribunal. As a mediator, she has experience with civil litigation, family and personal injury cases. She has practised as a civil litigator for the last 16 years. Her practice was focused on the areas of disability law, insurance law and personal injury. This experience enabled her to develop expertise in complex litigation cases involving serious medical issues, including mental health and insurance law.
